Chief Operations Officer, San Francisco Health Plan - California


We are pleased to announce that Witt/Kieffer is partnering with the San Francisco Health Plan (SFHP), located in San Francisco, California, in the search for their new Chief Operations Officer (COO). This is an especially outstanding COO opportunity for a mission-driven and creative operations executive who excels in a fast paced, high growth environment.

San Francisco Health Plan (SFHP) is one of the most successful Medicaid managed health plans in the country. Accredited by NCQA (on an interim basis with full accreditation expected in January 2018), SFHP is a very high performer on quality care and access, has tremendous financial stability, and offers exemplary service with a goal of total coverage for every adult and child in San Francisco County who is eligible for the Medi-Cal program. The plan currently covers one out of every six residents in San Francisco.

Providing affordable health care coverage to more than 149,000 low and moderate-income families, SFHP has maintained strong financial integrity with health insurance revenues exceeding $589 million in FY 2016, more than doubling since FY 2013. SFHP boasts a positive bottom line and over $120 million in reserves enabling them to build new programs and services that improve access to quality healthcare for the uninsured and underinsured of San Francisco.

As an integral member of SFHP, the new Chief Operations Officer will be leading day to day operations, continuous process improvement, and new benefit and Medi-Cal regulation implementations in a constantly changing, fast paced, high performing health plan, providing health care access to those most vulnerable and in need. The COO will partner closely with the CEO, executive team and Governing Board in making strategic decisions that will impact the health plan, the Healthy San Francisco program and coverage for all San Franciscans.

The CEO is seeking a leader that is highly mission-driven and focuses on the three core values: to serve with respect, strive to excel, and work as a team. She/he must resonate with the mission to ensure that San Franciscans have access to high quality medical care. The executive team is looking for a leader who shows genuine curiosity, asks the right questions, has a proactive approach, pushes the team out of their comfort zone, and brings the best out of areas managed. Ideally the individual will be nimble, adaptive, innovative, care about the cause of serving the underserved, and ensure cross functional team collaboration. He/she will have responsibility for 13 direct reports and approximately 96 FTEs.

The ideal candidate will have at least eight years progressively responsible leadership positions in healthcare insurance settings, ideally having experience with Medi-Cal managed care and/or other government sponsored programs at the COO level. Ideally the individual will possess the internal drive to be a lifelong learner, constantly looking for 360 degree feedback and open to executive coaching. The ideal candidate will have a long term goal of reaching the CEO level in his/her career and will look to be mentored by the current CEO.
