Assistant Vice President, Network Development - OneCity Health

OneCity Health has retained Witt/Kieffer to assist in the recruitment of its new Assistant Vice President, Network Development (AVP). The new AVP will join OneCity Health as a senior executive responsible for developing and refining a comprehensive provider network capable of serving (initially) nearly one million member lives across all lines of business, including uninsured, and additional members over time as more health plan contracts are negotiated that lead to risk-based contracts. The AVP will be responsible for building a high quality, engaged, performance-oriented and cost effective network capable of serving risk payer contracts for the NYC Health + Hospitals system, IPA and ACO. The network will leverage the 1115 Medicaid Waiver DSRIP program and support risk and value based contracting for existing and potential new providers and central business offices.

This key executive will lead the development, implementation, design and innovation of retail health products and services through multiple contracts with governmental payers, commercial payers, as well as public and private health insurance exchanges.

OneCity Health is NYCís largest Performing Provider System (PPS). It is sponsored by NYC
H+H, which is the largest municipal healthcare system in the nation. OneCity Health comprises four operating hubs, in Brooklyn, the Bronx, Queens and Manhattan (boroughs where OneCity Health partners provide a full continuum of services), a committee-based governance structure, and a central services organization providing operational management, called OneCity Health Services. (The health needs of Staten Island residents are provided through a network of Brooklyn-based partners and through collaboration with Richmond University Medical Center/Staten Island University Hospital, the Staten Island-based PPS.). A core strategy to support NYC Health + Hospitalsí transformation efforts is to transform OneCity Health into a managed services organization (MSO) and to create a new independent physician association (IPA). OneCity Health already operates a Medicare Shared Savings Program (MSSP) ACO. It is anticipated that OneCity Health would manage over one million member lives under capitated contracts, including a pool of uninsured members.

We seek candidates with a Bachelorís Degree in a relevant field and a minimum of seven (7) years of extensive management experience in all aspect of strategy development, risk based contracts, population health management, change management, and program management, including primary capitation, institutional risk and other value-based payment methodologies. Masters Degree in business, healthcare or related field is preferred.
