Senior Assistant Vice President/Chief Financial Officer - OneCity Health

OneCity Health has retained Witt/Kieffer to assist in the recruitment of its new Senior Assistant Vice President/Chief Financial Officer (CFO). The CFO will be a key partner to the CEO in evaluating new lines of business consistent with OneCity Healthís mission, ensuring the financial health of the organization and making presentations to the boards and other constituents as needed.

The CFO is a vital member of the executive leadership team and provides general oversight to anything of a financial nature which impacts the operation and bottom line of OneCity Health. The CFO is responsible for directing the financial activities of One City Health to support all future and current objectives. The CFO is responsible for developing and monitoring financial performance against the annual budget. The new CFO will establish financial policies and procedures as appropriate, provide financial strategic management and manage the assets of OneCity Health. The CFO is responsible for all financial reporting and the maintenance of the financial health of OneCity Health, its MSO, IPA, ACO and the network. In addition, the CFO ensures that all managed care contracts support the transformation and long term financial viability of New York City Health and Hospitals.

The CFO will serve as primary liaison between OneCity Health and NYC H + H finance leadership. The person in this role must be a passionate advocate for healthcare delivery system reform and provide leadership in negotiating managed care contracts, vendor contracts, business and financial planning, internal controls and oversight of accounting staff.

OneCity Health is NYCís largest Performing Provider System (PPS). It is sponsored by NYC H+H, which is the largest municipal healthcare system in the nation. OneCity Health comprises four operating hubs, in Brooklyn, the Bronx, Queens, and Manhattan (boroughs where OneCity Health partners provide a full continuum of services), a committee-based governance structure, and a central services organization providing operational management, called OneCity Health Services. (The health needs of Staten Island residents are provided through a network of Brooklyn-based partners and through collaboration with Richmond University Medical Center/Staten Island University Hospital, the Staten Island-based PPS.). A core strategy to support NYC Health + Hospitalsí transformation efforts is to transform OneCity Health into a managed services organization (MSO) and to create a new independent physician association (IPA). OneCity Health already operates a Medicare Shared Savings Program (MSSP) ACO. It is anticipated that OneCity Health would manage over one million member lives under capitated contracts, including a pool of uninsured members.

We seek candidates with a Bachelorís degree from an accredited college or university in an appropriate discipline; MBA and/or CPA preferred. Multiple years of experience as a senior financial executive in healthcare environment, health plan environment ideally with experience in government programs and/or New York State programs, including Medicaid.
